Why reform is needed

An effective building regulatory system supports safe, compliant buildings, strong consumer protection and greater efficiency. The construction industry is, by its nature, dynamic. Because of this, the regulatory system must also respond dynamically if it is to continue delivering safe, compliant buildings that people can trust are fit for purpose.

This policy establishes the basis for AIBS advocacy on relevant matters. It outlines the system of regulation, governing requirements, participation and other aspects of sector governance. It also covers the processes for authorising construction and occupation, along with the measures required after occupation to prevent buildings from becoming unsafe.

This pillar focuses on establishing clear objectives for sector regulation within a nationally consistent framework. It looks to ensure systems are in place that support compliance efficiently and with minimal cost.

A robust approval process

A streamlined pathway for approvals, design coordination and documentation management, supported by nationally aligned assessment standards. This includes a unified lodgement system and clearer responsibilities for professionals involved in design.

PILLAR 3

Stronger oversight during construction

Improved onsite accountability through mandatory inspections, risk-based verification, and dedicated auditing of practitioners and site activity. These measures ensure work reflects approved design and meets technical requirements.

PILLAR 4

Clearer post-construction controls

A consistent approach to occupancy approvals, maintenance requirements and post-occupancy inspections. This ensures buildings remain safe and compliant throughout their lifecycle
