requirements under the Building Act for issuing and serving building
directions, notices, orders and will detail the enforcement process under Part
8 of the Act.

About the Speakers
Daniel Silfo - Principal at Russell Kennedy Lawyers
Daniel has over a decade of experience in providing legal services to Local Government. Daniel has acted for over 50 municipalities, both suburban and rural and specialises in all matters to do with Local Government prosecutions and enforcement. Daniel has extensive experience in conducting prosecutions throughout Victoria and has obtained great results for clients for breaches primarily in relation to building matters in addition to planning and environment, public health, food, parking, domestic animals and local laws. Daniel also provides advice and training to Local Government on these areas.
Daniel regularly appears in the Magistrates’ Court, County Court (appeals), VCAT and the Building Appeals Board and is a regular attendee and speaker at the Victorian Municipal Building Surveyors Group (VMBSG) meetings and annual conference.
Elizabeth Flanagan - Senior Associate at Russell Kennedy Lawyers
Elizabeth specialises in Building Appeals Board matters and Local Government prosecutions with experience in building regulation and statutory building control, providing advice to Local Councils on the Building Act and the Building Regulations.
Elizabeth regularly appears in the Magistrates’ Courts, the Building Appeals Board, VCAT and County Court (appeals). She provides training for building surveyors and building inspectors relating to the Building Act, evidence gathering and prosecutions.
Elizabeth also regularly presents at the Victorian Municipal Building Surveyors Group (VMBSG) meetings and is particularly interested in Building Act amendments and reforms.

Cancellation Policy: |
Refunds for registrations should be provided in writing to [email protected] as outlined below and calculated from the first day of training:
More than 30 days - Full refund
Between 7 and 30 days - 50% refund
Less than 7 days - No refund
Participants may transfer their registration to another training session up to one (1) working day prior to the commencement of the training day without loss of funds.

Payment Policy: |
Payment is required PRIOR to attending the event.
- All registrations are confirmed upon completion of registration and issue of an invoice
- Payment terms on all invoices are the earlier of 14 days from the date of invoice, or prior to the first day of the event (where registration is completed and invoice issued less than 14 days from the first day of the event).
- Any cancellation of registrations for seminars must be made in writing to [email protected]. A failure to make payment in accordance with the above terms will not be accepted as a valid cancellation.
