The Commonwealth Parliament passed the Mutual Recognition Amendment Bill 2021 (the Bill) and the AMR scheme was implemented in NSW, Victoria, ACT and NT on 1 July 2021. Other jurisdictions are expected to progressively enter the AMR scheme, pending the passage of legislation in each state.
The new AMR scheme applies to all occupational registrations covered by the existing mutual recognition arrangements within Australia under the Mutual Recognition Act 1992. This covers the licensing, approval, administration, certification, or any other form of authorisation, a person is legally required to hold before they can carry on an occupation.

Victoria has excluded from the AMR process the following:
⦁ Persons providing professional engineering services unless they are exempt from registration;
⦁ Registered Architects
⦁ Registered building practitioners (includes building surveyors)
⦁ Licensed plumbers
⦁ Registered plumbers
⦁ Registered electricians
NSW has excluded from the AMR process the following:
⦁ Registered certifiers pursuant to the Building & Development Certifiers Act (includes building surveyors)
⦁ Professional engineers
⦁ Registered building practitioners
⦁ Registered design practitioners
⦁ Qualified supervisors and others (Home Building Act)
ACT has excluded from the AMR process the following:
⦁ Licensed builders
⦁ Licensed building assessor
⦁ Licensed building surveyor
⦁ Licensed drainer
⦁ Licensed electrician
⦁ Licensed gasfitter
⦁ Licensed plumber
⦁ The ACT have required Architects to notify if they intend to utilise the AMR provisions to work in the ACT with registration in another jurisdiction.
NT has excluded from the AMR process the following:

⦁ Licensed plumbers and drainers
⦁ Registration pursuant to the Building Act (includes building surveyors)
