Nat Andrews, director, and founder of Certifiers2U. Nat has 25 years of experience as a building surveyor and is an unrestricted Council and Private Certifier in NSW and an unrestricted Certifier in Queensland. Nat also has achieved Level 1 AIBS National Accreditation and is part of the Professional Standards Scheme.

Nat has six qualifications, including a master’s degree in Building Surveying. He is probably best known for his bold, captivating, and sometimes controversial posts on LinkedIn.


David Bell

David has worked in the Australian steel industry for over 30 years, across a broad range of structural design, product development and market facing roles, since graduating with a B.Eng (Structural/Civil - Hons) from the University of Melbourne. 
David’s current role with InfraBuild is Manager Sustainability & Insight, where his main focus is on engaging with the entire construction and infrastructure market to help develop & deliver compliant and sustainable steel solutions for our customer’s projects. 
Key to this role is delivering a real, transparent and demonstrable reduction in the embodied carbon of InfraBuild’s products that go into the built environment, by guiding InfraBuild to become a low emission, net zero steel maker by 2030, in line with InfraBuild’s CN30


Minister Chanthivong

After moving to Australia from Laos with his parents and brothers when he was just six, Anoulack attended Robert Townson Primary and Robert Townson High School in Raby.

On the weekends and after school, Anoulack helped out at his family’s small grocery store where he learnt the value of hard work and the challenges of small business.

After graduation, Anoulack completed a Bachelor of Commerce at the University of Sydney and later undertook postgraduate studies in economics and public administration at the University of Sydney and the London School of Economics.

Before entering Parliament, Anoulack worked as an economist for 13 years and served as a councillor and later as mayor on Campbelltown City Council.

After his election as Member for Macquarie Fields in 2015, he served as Shadow Minister for Finance and Shadow Minister for Industry and Trade between 2021 and 2022.

Following the election of the Minns Labor Government in March 2023, Anoulack was appointed Minister for Better Regulation and Fair Trading, Minister for Industry and Trade, Minister for Innovation, Science and Technology, Minister for Building and Minister for Corrections.

Anoulack and his wife Anna live in South-West Sydney with their two children Audrey and Christopher.

Since joining the association in 2016, Russell has been a noteworthy leader in the technical space, and an active contributor to the ongoing development of the Regulatory framework affecting the window industry. 

 

Tom Kearney

Presentation Topic - The New Building Act

Tom has extensive experience in leading major policy reform, overseeing program delivery and in leading high performing teams working for NSW, Commonwealth and Canadian Government agencies. He brings significant knowledge of planning and assessment, as well as strong networks across and outside government.

Tom has recently returned to the Department of Customer Service after close to 4 years working for the Department of Planning, Housing and Infrastructure. During most of that time Tom was Executive Director of the Planning Delivery Unit (PDU). Under his leadership the PDU helped finalise over four hundred complex, high public value planning matters that were not progressing through the planning system, unlocking thousands of homes and billions of dollars in capital investment.

Prior to joining DPHI, Tom held a number of senior executive positions in NSW Government agencies including Service NSW, the NSW Environment Protection Authority and the NSW Department of Premier and Cabinet.

Tom is Sydney based, he has a young family and enjoys running and coaching junior soccer.

Troy Olds

Troy commenced his building surveying career in local government in 1996, and as a Director of Tecon Australia enjoys the challenges of operating a business in multiple legislative jurisdictions. 

As part of his commitment to the profession of building surveying, Troy was SA Chapter President for over 5 years only recently stepping down from the role. Troy has been involved with the SA Chapter since 2003, occupying key roles such as Secretary, Vice President as well State Conference Convenor. In 2016, Troy was recognized for his commitment to the profession receiving the AIBS Service to Building Surveying Award.

Troy also supports the profession having lectured at the University of South Australia and enjoys mentoring the next generation of building surveyors.  Troy is multi-skilled across a wide range of components of the development industry, including Building Surveying, Fire Engineering and Urban and Regional Planning.

With his appointment to the Board and elevation to National President, Troy is hoping to further establish strong relationships with the state regulators and drive the AIBS forward through challenging times and further enhance the profession of Building Surveying.

Outside of building surveying Troy enjoys spending time with family and playing AFL football for his local club.

David studied Architecture and Building Engineering in the UK and has an MBA from MGSM and a Master of Marketing from UNSW. David was Marketing Manager then CEO of a major Sydney-based building products manufacturer, and subsequently managed Planet Ark’s Make It Wood campaign, which aims to increase the use of responsibly sourced wood as a building material. He is also a judge on the Australian Timber Design Awards and the Banksia Foundation’s NSW Sustainability Awards.

He is a registered building practitioner in the category of building surveyor – unlimited with the Victorian Building Authority (VBA) for over 24 years

Stephen’s experience and qualifications as an academic and practising building surveyor, includes:

  • PhD, Master of Engineering, Master of Social Science (Planning & Environment), Bachelor of Technology (Building Surveying).
  • 10 years as Discipline Leader - Bachelor of Building Surveying & Graduate Diploma of Building Surveying at Holmesglen.

Victoria is an Associate Director at Kelledy Jones Lawyers.  She is an expert on all matters involving building regulation, planning and development law.  Victoria has been dedicated to these practice areas since first being admitted to legal practice having started her legal career close to 20 years ago.

Kate Stoner is an Accredited Certifier with 18 years of Local Government experience. Kate has been training council officers and accredited certifiers for UTS since 2010. Kate has been awarded the prestigious AIBS Building Surveyor of the Year award and has been awarded for her educational contributions to industry on swimming pool legislation. Kate has been an expert witness on five Land & Environment Court Cases relating to swimming pool legislation.

Her current role is focused on class 2-9 buildings, fire safety audits and compliance.  

Emma has previously been a NSW AIBS State Committee member, Emma actively undertakes representation on behalf of AIBS within the Construction Industry, Emma is passionate about education, mentoring and positive change in both our area of the industry and across the building sector more broadly,  seeking to improve awareness for all those in the construction industry, resulting in an improvement in the quality of development.

Accredited as a Level 1 Building Surveyor for over 25 years, with 26 years professional experience in Building Surveying, Jeremy spent 19 years serving the AIBS in various voluntary roles before joining AIBS as a member of staff. He has held the role of AIBS’s Technical and Policy Manager since 2016. Utilising extensive experience with a wide range of projects in diverse environments his current role supports technical building policy development and advocacy, supporting AIBS in pursuit of its vision for the building surveying profession and in the organisation’s role as an occupational association.


Jeremy represents the building surveying profession on various national bodies including the Australian Building Codes Board’s Building Codes Committee, as joint secretary of the Industry Technical Infrastructure Forum, a member of the Construction Product Alliance and a variety of Standards Australia committees. Jeremy is also chair of the Building Codes Committee Industry Representatives Group.

Jeremy has a Bachelor of Building from the University of South Australia and a Graduate Certificate in Civil (Structural) Engineering from the University of Adelaide and is a member of Engineers Australia at the grade of Engineering Technologist.
